GBV Case in Bacoor, CaviteGBV CASE IN REGION IV A 29-year-old woman, who is a member of Formal Economy Worker sector and a COVID-19 patient was being discriminated by their Homeowners Association President. The victim’s cousin coursed through the Commission on Human Rights’ Gender-Based Violence Online Portal and reported the said GBV case. According to the victim’s cousin, the said HOA President aggressively communicated with the Barangay Health Officer to disclose information pertaining the victim. Consequently, their family is being harassed through text messages and chats. The victim’s cousin sought legal assistance in filing case/legal counselling from the Commission. On June 8, 2020, the CHR Gender Equality and Women Human Rights Center (GEWHRC) referred the case to CHR Region IV for proper investigation.

GBV Case in Caloocan, National Capital RegionGBV CASE IN NATIONAL CAPITAL REGIONThe victim, a member of LGBTQIA+ Community suffered from discriminationcommitted by a Barangay Captain of a local government in NCR. Documentedthrough the Commission’s GBV online portal, the said victim was arbitrarilydetained from April 12, 2020 until the end of April 2020 by the said BarangayCaptain in the Barangay Hall as the Person Under Investigation (PUI). The victim,a transwoman, complained that she was not duly informed of the reason for herdetention and that she was taken by surprise that the Barangay Captain alreadyprevented her from going home after she sought assistance in seeking medicalexamination from a nearby hospital.According to the victim, the place where she stayed was very dirty andthat she was treated in a very degrading manner. While she was provided withfood, it was often handed out to her as if she was a dog. During her confinement,the victim even attempted suicide but to no avail. Almost no one talked to herand she was very depressed. Even after the required 14 days of quarantine, thevictims remained in confinement as the Barangay Captain wanted to wait for herCOVID test results before allowing her to leave. By the time the results came outby the end of April 2020, victim was already known in the entire Barangay as aCOVID patient despite her negative test results. While the Barangay Captain toldher to leave their barangay, the victim already had no place to go because ofthe stigma. When a person finally offered her a place to stay, the BarangayCaptain admonished her benefactor for accepting her saying that the victim is a“pasaway na bakla”.

GBV Case in Teresa, RizalGBV CASE IN REGION IV-A The victim, a rural woman residing in Region IV-A was allegedly harassed and made false accusation against the said victim by their Punong Barangay & Brgy. Chief Tanod. Based on the report, the victim was apprehended due to the alleged violation of Enhanced Community Quarantine Protocols but as to date was temporarily released after posting bail. The victim sought the assistance from the Commission to conduct proper investigation of the subject case.

GBV Case in Zamboanga City, Zamboanga del SurGBV CASE IN REGION IX A group of LGBTQIA+ in Region IX allegedly had suffered injury for allegedly violating the Enhanced Community Quarantine (ECQ) protocols. According to the report, the said group was beaten by bat and their hair was cut as consequences for allegedly violating the aforesaid protocols. The present case was referred to CHR-IX for appropriate investigation. CHRIX conducted monitoring and investigation. Eventually, there was an amicable settlement made by the barangay and the LGBTQIA+ group concerned.

GBV Case in Quezon City, National Capital RegionComplaint Source: Facebook PostA video which was posted on Facebook went viral alleging that P/B Manuel A. Co, BarangayCaptain of Brgy. Commonwealth, Quezon City slapped his/her mother who is a member of theelderly sector. The descendant of the senior citizen-victim also alleged that the said barangaycaptain made an offensive utterance wishing that her family should all die and be infected byCOVID-19.According to the video post, the mother went to the barangay in order to report what washappening in their barangay but the senior citizen-victim was instead threatened and wasphysically hurt by the said barangay captain. The CHR Gender Equality and Women's Human RightsCenter referred the case to CHR-NCR for investigation.

GBV Case in Padada, Davao del SurGBV IN REGION XIA woman with disability was humiliated and discriminated by their BarangayCaptain in one of the barangays in Region XI.According to the PWD victim that on April 18, 2020 at around 10:00 AM, she wasprocessing her claims for DOLE Tupad in their barangay hall when she saw theirbarangay captain and thereafter confronted him about the Social Amelioration Program.She imputed against the said barangay captain about manipulation with favoritism thelist of recipients as it came to her knowledge that there were unqualified recipientsincluded in the list excluding her.She further questioned the said barangay official why she was not included inthe list considering that the former is a single mother and that she just lost her jobsince the cafeteria where the former work as a cook has ceased operation due toCOVID-19 pandemic. The two had a heated discussion and the said barangay officialout of anger was about to punch the PWD victim and made loud utterancesdiscriminating the latter about her disability.The Commission on Human Rights extended legal assistance to the PWD victimin filing a case and rendered legal counselling.

GBV Case in Mexico, PampangaComplaint Source: News Report from Rappler.comThree (3) LGBTQ+ were caught by the Local Government of Barangay Pandacaqui, Mexico,Pampanga for violating the curfew being imposed upon the said barangay on April 5, 2020.Consequently, P/B Christopher Bombing Punzalan, Pandacaqui's barangay captain, singled out thesaid three (3) LGBTQ+ and punished the same by ordering them to kiss each other and makingthem dance in front of a 15-year-old boy who was one of the curfew violators.The said incident was even documented by the said barangay captain via Facebook Live.The 3 LGBTQ+ were offended to the said discriminatory action against them of which was evidentlycommitted by the said barangay captain. According to them, punishing them for violating theaforesaid curfew is fine but making the said punishment available in public via social media is forthem an unacceptable action.Meanwhile, after the said documented punishments went viral, P/B Punzalan apologizedstating that he respects the LGBT community and reasoned out that he did the said discriminatoryaction for the reason that he is exhausted from catching and punishing violators of the ECQprotocols. CHR Region III investigated and monitored the case.
