GBV Case in Bacoor, CaviteGBV CASE IN NCR A 17 years old student was being threatened by a certain person who is using a dummy account on Facebook. According to the victim, she was threatened by the said person to make her nude pictures out in the public. She further stated that both the victim and the said person used dummy accounts. Prior to the threats and harassments, the victim sent the GBV perpetrator a short video and four (4) pictures to FB Messenger of which among those materials contains her hair and her eyes. A minute after the victim sent the said videos and photos, she immediately deleted the same from the chat box but unluckily, the said GBV perpetrator was able to save the said materials. Consequently, she deactivated her dummy account but she preserved the entire conversation with the said GBV perpetrator. The victim sought assistance from the Commission. Therefore, CHR-GEWHRC referred the case to the CHR-CRC for proper investigation. E-mails were also sent to the victim but no feedback from the victim up to this date.

GBV Case in General Trias, CaviteGBV CASE IN REGION IV-AA 28 years old young mother of a 1-year-old child was physically abused by herown father. Allegedly, incidents happened sometime in March 2020 and prior the entireLuzon has been placed under the Enhanced Community Quarantine due to COVID-19pandemic. According to the victim, the first incident happened when one day that shewas supposed to go to work, her father prevented her from going outside because ofthe threat of the aforesaid virus. When she insisted, she was physically assaulted by herfather. Thereafter, she reported the incident to her company, stating that the reasonwhy she was absent on that particular day was because of the said incident. She wastold by the company to have herself medically examined but when she was again aboutto leave their house, she was again prevented by her father and out of her fear thatshe might be physically harmed if she insisted, she then obeyed.Eventually, the victim finally had the courage to disclose the physical abuse byher father and consequently decided to report the said physical abuse to the barangay.When the victim’s boyfriend fetched her with a car, the victim’s father suddenly pulledher out from the car and dragged her back to their house and continued to hurt thevictim. Consequently, victim’s boyfriend reported the physical assault incident to thebarangay. Meanwhile, the victim’s neighbour and friend heard the commotion inside thehouse of the victim’s parent and accordingly reported the incident. Barangay came torescue, mediated and told the victim that in case the same incident happened, do nothesitate to immediately report the same. However, shortly after the visit of thebarangay, victim’s father tenaciously broke her cellular phone including her personalsim card and the company’s.In order to communicate with her office, the victim was able to borrow a tabletand communicated with her company via Facebook Messenger about the situation thatshe currently has of which was the same free online messaging that she used inreaching United Nations Population Fund (UNFPA) Philippines. After the victimcommunicated with UNFPA, her case was referred to the Commission on Human RightsGender Equality and Women’s Human Rights Center (CHR – GEWHRC) on May 5, 2020for the reason that the victim wishes to be rescued from her father, leave her parent’sresidence and move with her aunt in NCR or to able to report for work and earn a livingfor herself and her daughter.

GBV Case in Santa Maria, BulacanGBV CASE IN REGION III A 34 years old solo parent has suffered economic abuse from her foreign husband. According to the victim, she and her foreign husband are currently de facto separated and they have an ongoing divorce proceeding. Last December 2018, her husband told her that he never loves the victim and that he can no longer protect their child. Eventually, the victim’s husband decided to rent their apartment and forced the victim and their child to leave their conjugal house and go to the Philippines. On January 2019, the victim’s husband finally abandoned them and leave the victim and their child with no any financial support. The victim and her child had no choice but to leave the foreign country and go to the Philippines as the victim’s husband eventually failed to renew their apartment and she has no other resources to sustain the same. Beginning January 30, 2020, her husband has not given any financial support and the victim has to rely on her family in the Philippines to survive. The victim is trying her best to find a job but due to the economic impact of the COVID-19 pandemic, she finds it hard to get a job. She further stated that she also suffered sexual harassment and threats from her husband in 2019. The Commission rendered legal assistance in filing a case and legal counselling to the victim. CHR-GEWHRC sent an email to the victim in order to arrange a schedule for on call counselling.

GBV Case in Malvar, BatangasGBV CASE IN REGION IV-A A 47-year-old woman reported in the GBV online portal that her former husband allegedly abducted and later on exploited for child pornography, sex trafficking their own children. She sought the assistance of CHR-GEWHRC to conduct investigation on the alleged case. She also sought the assistance of CHR-GEWHRC to eventually rescue the children and have them medically examined for sexual and physical abuse. An outright arrest of the perpetrator is also requested by the said woman. The Commission has referred the case to the appropriate region for investigation. It is also referred to inter-agency mechanisms for action. According to her, the alleged perpetrator physically abused the children-victim and is actually being used against the former. She further alleged that the childrenvictim were being threatened by the alleged perpetrator that they will be killed unless otherwise they file a counter legal action against her.

GBV Case in Nasugbu, BatangasGBV CASE IN REGION IV-AA fourteen (14) years old girl was raped by her 24-year-old uncle in Region IV-A.The victim’s uncle is a first cousin of her father and is also living nearby their house. Asreported, the said perpetrator is courting the victim and he told the victim at the time ofthe incident that they will just testing the carnal knowledge. The victim at the time ofthe incident cannot fight back as her uncle is stronger than her. It is further alleged thatthe occurrence of the said carnal knowledge was known to other two (2) adults whowere present during the incident and who were also within the vicinity of the placewhere the crime was committed. The victim was threatened not to disclose the saidcarnal knowledge to anyone.Eventually, the mother of the victim commenced to suspect and asked one of themembers of Pambansang Koalisyon ng Kababaihan sa Kanayunan (PKKK) to talk to thevictim. Consequently, after hearing the statement made by the victim, PKKK memberassisted the victim and her mother to report the said incident to the aforestatedregion’s PNP Women’s Desk. They were able to give statements and were advised tosecure a medico legal from the Provincial Office without giving further details as to howthey can secure the said medico legal. Unfortunately, they also failed to report the saidincident to the Municipal Social Welfare and Development Office (MSWDO) as theworkforce of the said office was busy attending to the distribution of subsidy under theSocial Amelioration Program. Moreover, the PNP Women’s Desk advised the victim andher mother that they might file the criminal case against her uncle when the EnhancedCommunity Quarantine is finally lifted.Meanwhile, through the assistance of PKKK National, the victim and her motherwere able to locate and communicated with the said region’s Women and ChildrenProtection Unit. They were eventually secured a medico legal of the victim through theassistance of the Municipality’s Vice Mayor and were advised to wait for 3 days for theneeded result. The victim and former’s mother wished to be assisted in filing a criminalcase against the victim’s uncle. The perpetrator is living nearby the victim’s house andhas no any idea as regards the action that being taken by the victim’s family.

Sometime in September 2016, after shetook a bath and while putting some lotion in her body, the victim’s grandfatherapproached the former and told her that the latter will do something on her andif she told the same to her mother and grandmother, it may be the cause of theirdeath and threatened her that no one else will take care of her when thatmoment happened. Thereafter, the victim’s grandfather caressed her breast andgenitalia which malicious act was repeated several times. At times during her staywith her grandparents, her grandfather forcibly took off her towel to caress herbreast and worse, inserted the former’s finger to the latter’s private part. Thevictim, at times, was even forced to kneel down before her grandfather andforcibly insert the latter’s genitalia into her mouth.It was only in the year 2018 that the victim had courage to confide to hermother the crime that was committed by her own grandfather against her whenher mother came back from abroad and they finally transferred to Central LuzonRegion. Consequently, her grandfather was charged before the court ofcompetent jurisdiction for the crimes of Acts of Lasciviousness and Rape throughSexual Assault as defined under the Revised Penal Code.As to date, the case filed before the court is being monitored by theCommission. However, the Commission failed to get in touch with the guardian.

GBV Case in Muntinlupa, NCR, 4th districtGBV CASE IN NCR Based on the narration of victim’s mother, on April 10, 2020, the 7 years old victim was allegedly rape by another minor, who is their 11 years old neighbor, in a jeepney parked in front of their house. The alleged crime was discovered by the victim’s mother when the same assisted the victim in taking a bath. Consequently, the victim’s mother immediately reported the alleged crime before the barangay and the police. She also reported the alleged crime to the SPED teacher, the one who referred the case to the CHR. According to the said SPED teacher, the victim’s mother was so frustrated that she even considered to end her life. That was the point when the Child Rights Center (CRC) and CHR – Gender Equality and Women’s Human Rights Center (GEWHRC) made the appropriate intervention in order to bring the minor victim to the Child Protection Unit (CPU) in a hospital in NCR for medico legal and counselling. Prior the date of visit to the CPU, the victim’s mother went to the police station in order to obtain documents relative to the case of her daughter but to no avail. When the local police came to their knowledge that the victim and her mother were being assisted by the CHR, it was only the time when the former started drafting their affidavits and accordingly referred them to the police department headquarters for medico legal. CHR-CRC and CHR-GEWHRC assisted the mother and the victim in obtaining medico legal examination. They are subject to referral for psychosocial and they are currently provided with shelter support.

According to her, she wasfrequently being hurt by her uncle whenever the latter is drunk. She added that her uncle's wifeand children were also being physically abused by the latter. She reported before the Barangayabout the physical violence of his uncle against her when she suffered injury on her head as heruncle hit her head several times but to no avail.The said Barangay did not even know where to refer her because they know most of thehospitals are more focused responding to COVID-19 patients. Eventually, she decided not to file acase against her uncle as she was afraid that the latter will later on go against her for retaliation.The only assistance that she received from the barangay is that they were able to temporarily banher uncle from going home.The Commission on Human Rights heard of her case from a referral from Likhaan Centerfor Women, she was provided legal advice through a community woman intermediary. The womaneventually decided not to pursue the case for the same reason and thinking that the case may notproceed due to the Enhanced Community Quarantine in the entire Luzon.

She was told by her husbandthat she has to leave the conjugal house as according to him, he owns the said house contrary toher claim that she spent her money in building the house.According to her, her husband filed a blotter report for physical injuries before thebarangay and thus lost her chance to report the physical and verbal abuse committed by herhusband before the barangay. Consequently, she went to the City Hall of Mandaluyong in orderto file a case against her husband for violation of RA 9262 (VAWC) but to no avail.The PNP Women's desk told her that they only entertain cases of physical violence and hercase must be resolved first before the barangay. GBV Case in San Mateo, RizalGBV CASE IN REGION IV-A A 47-year-old woman reported in the GBV online portal that her former husband allegedly abducted and later on exploited for child pornography, sex trafficking their own children. She sought the assistance of CHR-GEWHRC to conduct investigation on the alleged case. She also sought the assistance of CHR-GEWHRC to eventually rescue the children and have them medically examined for sexual and physical abuse. An outright arrest of the perpetrator is also requested by the said woman. The Commission has referred the case to the appropriate region for investigation. It is also referred to inter-agency mechanisms for action. According to her, the alleged perpetrator physically abused the children-victim and is actually being used against the former. She further alleged that the childrenvictim were being threatened by the alleged perpetrator that they will be killed unless otherwise they file a counter legal action against her.

GBV Case in Quezon City, National Capital RegionGBV CASE IN NATIONAL CAPITAL REGION The victim who is a member of LGBTQIA+ Community suffered physical and verbal violence from the former’s intimate partner. According to the report, the victim is originally from the Bicol Region and merely followed the victim’s intimate partner in the National Capital Region. In April, the victim and the victim’s intimate partner broke up but the former failed to leave because of the Enhanced Community Quarantine (ECQ). The victim has no work and thus dependent on the victim’s boyfriend for support. One night, victim’s boyfriend was drinking with friends and had some flirting with women. The victim got insulted and hurt. When the victim confronted the victim’s boyfriend, the latter shouted at the former, started throwing things at the former and threatened the former that the latter will punch the former in the victim’s face and stomach. Consequently, the victim sought assistance from one of the former’s friends and was able to do so. The victim was able to find temporary shelter in the same region. But still, the victim cannot leave as the region remains under MECQ. Nevertheless, after CHR-GEWHRC arranged shelter and transportation support for the victim, the latter decided to give the latter’s boyfriend another chance and chose not to leave. As to date, the Commission is arranging shelter support and currently coordinating with the local chief executive in the region in securing for the victim’s travel authority to Region V.
