Accordingto the report through the Commission’s GBV Online Portal, the victim was forciblyhit by her father using a metal stool of which resulted to an injury in her elbow.Consequently, the victim was brought to a hospital somewhere in NCR. Based onthe medical examination, her elbow was badly hit, the reason why her elbowbecome swollen.The anonymous person, complaining on behalf of the victim requested theCommission to find a shelter for the victim. CHR Gender Equality and Women’sHuman Rights Center (GEWHRC) consulted the Childs Rights Center (CRC) forappropriate action and thereafter referred the case to CHR-NCR on June 8, 2020for appropriate investigation.

GBV Case in Quezon City, National Capital RegionGBV CASE IN NCR A 37 years old solo parent victim was denied of services by a Social Services Development Department (SSDD) somewhere in NCR. She was supposed to renew her Solo Parent ID as it was already expired. She failed to renew the same due to the fact that the workforce of the said SSDD was busy extending pandemic-related assistance to their constituents. SSDD’s Overall Solo Parent Coordinator told the victim that she does not need to renew her solo parent ID considering that she has a flexible work arrangement of which is a work-from-home setting. The said victim posited that she has to renew her solo parent ID as she still needs to avail of the solo parent leave benefits in the event that her son got sick or she has to enroll him to school for the reason that she cannot afford the home-based schooling for her son. Since has a work-from-home work arrangement, delineation of work from personal matters has diminished. She further stated that she does not understand why the said SSDD was able to extend assistance to those solo parents that have expired Solo Parent IDs for purposes of their application to avail of the government subsidy under the Social Amelioration Program (SAP) while her case which is a non-monetary purpose is being denied of such assistance. According to her, proper representation of solo parents in the local government unit (LGU) where they belong is what she and the rest of the solo parents deserved and that said representation is within the SSDD’s duties. As an update to the case, CHR-NCR has already responded by writing a letter regarding this complaint to the office of the City Mayor and the DILG.

GBV Case in Caloocan, National Capital RegionGBV CASE IN NATIONAL CAPITAL REGIONThe victim, a member of LGBTQIA+ Community suffered from discriminationcommitted by a Barangay Captain of a local government in NCR. Documentedthrough the Commission’s GBV online portal, the said victim was arbitrarilydetained from April 12, 2020 until the end of April 2020 by the said BarangayCaptain in the Barangay Hall as the Person Under Investigation (PUI). The victim,a transwoman, complained that she was not duly informed of the reason for herdetention and that she was taken by surprise that the Barangay Captain alreadyprevented her from going home after she sought assistance in seeking medicalexamination from a nearby hospital.According to the victim, the place where she stayed was very dirty andthat she was treated in a very degrading manner. While she was provided withfood, it was often handed out to her as if she was a dog. During her confinement,the victim even attempted suicide but to no avail. Almost no one talked to herand she was very depressed. Even after the required 14 days of quarantine, thevictims remained in confinement as the Barangay Captain wanted to wait for herCOVID test results before allowing her to leave. By the time the results came outby the end of April 2020, victim was already known in the entire Barangay as aCOVID patient despite her negative test results. While the Barangay Captain toldher to leave their barangay, the victim already had no place to go because ofthe stigma. When a person finally offered her a place to stay, the BarangayCaptain admonished her benefactor for accepting her saying that the victim is a“pasaway na bakla”.

GBV Case in Muntinlupa, National Capital RegionGBV CASE IN NCR Based on the counselling sessions of a 45 years old woman with the CHRGEWHRC, she has an abusive relationship with her common law spouse. According to the victim, her common law partner is a drug addict and would have strangers with him in the house during the night. Worse, he would have also different women in the house. She further stated that even her daughter would witness the drug sessions including her common law spouse’s sexual activities. The victim also narrated that she was subjected to physical abuse from her common law spouse. The victim is currently provided with shelter support by the Commission.

GBV Case in Pasay, National Capital RegionComplaint Source: FB Chat Regarding a GBV Case in Pasay CityA resident of Pasay City was physically abused by her own uncle. According to her, she wasfrequently being hurt by her uncle whenever the latter is drunk. She added that her uncle's wifeand children were also being physically abused by the latter. She reported before the Barangayabout the physical violence of his uncle against her when she suffered injury on her head as heruncle hit her head several times but to no avail.The said Barangay did not even know where to refer her because they know most of thehospitals are more focused responding to COVID-19 patients. Eventually, she decided not to file acase against her uncle as she was afraid that the latter will later on go against her for retaliation.The only assistance that she received from the barangay is that they were able to temporarily banher uncle from going home.The Commission on Human Rights heard of her case from a referral from Likhaan Centerfor Women, she was provided legal advice through a community woman intermediary. The womaneventually decided not to pursue the case for the same reason and thinking that the case may notproceed due to the Enhanced Community Quarantine in the entire Luzon.

She sought forhelp online and a staff of Women's Legal and Human Rights Bureau (WLB), a non-governmentorganization seen the said online post and thereafter referred the said physical abuse to the WBLand to the Commission on Human Rights (CHR).CHR Gender Equality and Women's Human Rights Center (GEWHRC) extended assistanceto the girl-victim by finding a shelter for her, provided counselling and arranging the immediatetransfer to a found shelter. The GEWHRC was able to obtain the approval of higher officials of theCHR to use temporarily the CHR as shelter. Private groups also offered the girl-victim for shelter.On the other hand, the victim decided not to pursue the case against her step-father as her mothermade a commitment that she will no longer be hurt and she will be protected from her step-father.

GBV Case in Taguig, National Capital RegionGBV CASE IN NCR A 27 years old solo parent was allegedly physically abused by her common law partner since the end of March and continues to be committed against her up to the present. Her common law partner is threatening the former that if she and her child do not remain in the latter’s apartment, they might as well be kicked out. According to the person reporting on behalf of the victim, while she stays with him, she was regularly being physical hurt by the said GBV perpetrator. The person reporting on behalf of the victim sought legal assistance in filing a case and legal counselling from the CHR. However, CHR-GEWHRC tried to communicate with the victim via Facebook Messenger but to no avail. CHRGEWHRC also communicated with the person making the report on behalf of the victim who resides abroad.

The husbandgot very angry while having a fight with her and tried to hurt the latter but the latter succeeded inkicking her husband however the same got to hit her using a hammer. She was told by her husbandthat she has to leave the conjugal house as according to him, he owns the said house contrary toher claim that she spent her money in building the house.According to her, her husband filed a blotter report for physical injuries before thebarangay and thus lost her chance to report the physical and verbal abuse committed by herhusband before the barangay. Consequently, she went to the City Hall of Mandaluyong in orderto file a case against her husband for violation of RA 9262 (VAWC) but to no avail.The PNP Women's desk told her that they only entertain cases of physical violence and hercase must be resolved first before the barangay. Moreover, PNP Women's Desk advised her thateven if she was able to secure a medical certificate, she has to come back after the lifting of theEnhanced Community Quarantine or even after the observance of Holy Week.After receiving the victim's case, the CHR Gender Equality and Women's Human RightsCenter (GEWHRC) sent a letter to the Local Chief Executive of Mandaluyong furnishing the samethe Philippine National Police Women Children Protection Center (PNP - WCPC). GEWHRC alsoprovided legal advice to the victim notwithstanding the fact that she decided not to pursue thecase against her husband anymore.

Commonwealth, Quezon City slapped his/her mother who is a member of theelderly sector. The descendant of the senior citizen-victim also alleged that the said barangaycaptain made an offensive utterance wishing that her family should all die and be infected byCOVID-19.According to the video post, the mother went to the barangay in order to report what washappening in their barangay but the senior citizen-victim was instead threatened and wasphysically hurt by the said barangay captain. GBV Case in Quezon City, National Capital RegionGBV CASE IN NATIONAL CAPITAL REGION The victim who is a member of LGBTQIA+ Community suffered physical and verbal violence from the former’s intimate partner. According to the report, the victim is originally from the Bicol Region and merely followed the victim’s intimate partner in the National Capital Region. In April, the victim and the victim’s intimate partner broke up but the former failed to leave because of the Enhanced Community Quarantine (ECQ). The victim has no work and thus dependent on the victim’s boyfriend for support. One night, victim’s boyfriend was drinking with friends and had some flirting with women. The victim got insulted and hurt. When the victim confronted the victim’s boyfriend, the latter shouted at the former, started throwing things at the former and threatened the former that the latter will punch the former in the victim’s face and stomach. Consequently, the victim sought assistance from one of the former’s friends and was able to do so. The victim was able to find temporary shelter in the same region. But still, the victim cannot leave as the region remains under MECQ. Nevertheless, after CHR-GEWHRC arranged shelter and transportation support for the victim, the latter decided to give the latter’s boyfriend another chance and chose not to leave. As to date, the Commission is arranging shelter support and currently coordinating with the local chief executive in the region in securing for the victim’s travel authority to Region V.
