GBV Case in Santa Maria, BulacanGBV CASE IN REGION III A 34 years old solo parent has suffered economic abuse from her foreign husband. According to the victim, she and her foreign husband are currently de facto separated and they have an ongoing divorce proceeding. Last December 2018, her husband told her that he never loves the victim and that he can no longer protect their child. Eventually, the victim’s husband decided to rent their apartment and forced the victim and their child to leave their conjugal house and go to the Philippines. On January 2019, the victim’s husband finally abandoned them and leave the victim and their child with no any financial support. The victim and her child had no choice but to leave the foreign country and go to the Philippines as the victim’s husband eventually failed to renew their apartment and she has no other resources to sustain the same. Beginning January 30, 2020, her husband has not given any financial support and the victim has to rely on her family in the Philippines to survive. The victim is trying her best to find a job but due to the economic impact of the COVID-19 pandemic, she finds it hard to get a job. She further stated that she also suffered sexual harassment and threats from her husband in 2019. The Commission rendered legal assistance in filing a case and legal counselling to the victim. CHR-GEWHRC sent an email to the victim in order to arrange a schedule for on call counselling.

GBV Case in San Jose del Monte, BulacanComplaint Source: FB Video PostedA video which was posted on Facebook publicizing the physical abuse being committed byRoel Gatos against his common-law spouse and his 10-year-old step son which is a clear violationof R.A. 9262 or the "Anti-Violence Against Women and Their Children Act of 2004".The incident was already referred by the CHR Gender Equality and Women's Human'sRights Center (GEWHRC) to CHR NCR office of which in turn referred the case to Region III forappropriate jurisdiction. Meanwhile, Roel Gatos was already arrested by the San Jose Del MonteCity Police Station. Gatos was an employee of MMDA, and the agency issued a statement that itdoes not tolerate any form of violence against women and children.

GBV Case in Mexico, PampangaComplaint Source: News Report from Rappler.comThree (3) LGBTQ+ were caught by the Local Government of Barangay Pandacaqui, Mexico,Pampanga for violating the curfew being imposed upon the said barangay on April 5, 2020.Consequently, P/B Christopher Bombing Punzalan, Pandacaqui's barangay captain, singled out thesaid three (3) LGBTQ+ and punished the same by ordering them to kiss each other and makingthem dance in front of a 15-year-old boy who was one of the curfew violators.The said incident was even documented by the said barangay captain via Facebook Live.The 3 LGBTQ+ were offended to the said discriminatory action against them of which was evidentlycommitted by the said barangay captain. According to them, punishing them for violating theaforesaid curfew is fine but making the said punishment available in public via social media is forthem an unacceptable action.Meanwhile, after the said documented punishments went viral, P/B Punzalan apologizedstating that he respects the LGBT community and reasoned out that he did the said discriminatoryaction for the reason that he is exhausted from catching and punishing violators of the ECQprotocols. CHR Region III investigated and monitored the case.
