GBV Case in Manila, National Capital RegionGBV CASE IN NCRA 16-year-old victim was physically abused by her own father. Accordingto the report through the Commission’s GBV Online Portal, the victim was forciblyhit by her father using a metal stool of which resulted to an injury in her elbow.Consequently, the victim was brought to a hospital somewhere in NCR. Based onthe medical examination, her elbow was badly hit, the reason why her elbowbecome swollen.The anonymous person, complaining on behalf of the victim requested theCommission to find a shelter for the victim. CHR Gender Equality and Women’sHuman Rights Center (GEWHRC) consulted the Childs Rights Center (CRC) forappropriate action and thereafter referred the case to CHR-NCR on June 8, 2020for appropriate investigation.

GBV Case in Nasugbu, BatangasGBV CASE IN REGION IV-AA fourteen (14) years old girl was raped by her 24-year-old uncle in Region IV-A.The victim’s uncle is a first cousin of her father and is also living nearby their house. Asreported, the said perpetrator is courting the victim and he told the victim at the time ofthe incident that they will just testing the carnal knowledge. The victim at the time ofthe incident cannot fight back as her uncle is stronger than her. It is further alleged thatthe occurrence of the said carnal knowledge was known to other two (2) adults whowere present during the incident and who were also within the vicinity of the placewhere the crime was committed. The victim was threatened not to disclose the saidcarnal knowledge to anyone.Eventually, the mother of the victim commenced to suspect and asked one of themembers of Pambansang Koalisyon ng Kababaihan sa Kanayunan (PKKK) to talk to thevictim. Consequently, after hearing the statement made by the victim, PKKK memberassisted the victim and her mother to report the said incident to the aforestatedregion’s PNP Women’s Desk. They were able to give statements and were advised tosecure a medico legal from the Provincial Office without giving further details as to howthey can secure the said medico legal. Unfortunately, they also failed to report the saidincident to the Municipal Social Welfare and Development Office (MSWDO) as theworkforce of the said office was busy attending to the distribution of subsidy under theSocial Amelioration Program. Moreover, the PNP Women’s Desk advised the victim andher mother that they might file the criminal case against her uncle when the EnhancedCommunity Quarantine is finally lifted.Meanwhile, through the assistance of PKKK National, the victim and her motherwere able to locate and communicated with the said region’s Women and ChildrenProtection Unit. They were eventually secured a medico legal of the victim through theassistance of the Municipality’s Vice Mayor and were advised to wait for 3 days for theneeded result. The victim and former’s mother wished to be assisted in filing a criminalcase against the victim’s uncle. The perpetrator is living nearby the victim’s house andhas no any idea as regards the action that being taken by the victim’s family.

GBV Case in Cagayan de Oro, Misamis OrientalGBV CASE IN REGION XThe minor victim was living with her grandparents in Northern Mindanaowhile her mother was working abroad. Sometime in September 2016, after shetook a bath and while putting some lotion in her body, the victim’s grandfatherapproached the former and told her that the latter will do something on her andif she told the same to her mother and grandmother, it may be the cause of theirdeath and threatened her that no one else will take care of her when thatmoment happened. Thereafter, the victim’s grandfather caressed her breast andgenitalia which malicious act was repeated several times. At times during her staywith her grandparents, her grandfather forcibly took off her towel to caress herbreast and worse, inserted the former’s finger to the latter’s private part. Thevictim, at times, was even forced to kneel down before her grandfather andforcibly insert the latter’s genitalia into her mouth.It was only in the year 2018 that the victim had courage to confide to hermother the crime that was committed by her own grandfather against her whenher mother came back from abroad and they finally transferred to Central LuzonRegion. Consequently, her grandfather was charged before the court ofcompetent jurisdiction for the crimes of Acts of Lasciviousness and Rape throughSexual Assault as defined under the Revised Penal Code.As to date, the case filed before the court is being monitored by theCommission. However, the Commission failed to get in touch with the guardian.

GBV Case in Rosario, La UnionGBV CASE IN REGION IThe victim, 58 years older rural woman was killed by her own son last April24, 2020. The cause of the killing was the money that the victim’s husbandreceived from the Social Amelioration Program (SAP). Before that fateful day, thevictim and the accused had a heated argument that lead to the killing of theformer by the latter. Consequently, criminal case for Parricide under the RevisedPenal Code was filed against the accused and was accordingly docketed.

GBV Case in Pasay, National Capital RegionComplaint Source: FB Chat Regarding a GBV Case in Pasay CityA resident of Pasay City was physically abused by her own uncle. According to her, she wasfrequently being hurt by her uncle whenever the latter is drunk. She added that her uncle's wifeand children were also being physically abused by the latter. She reported before the Barangayabout the physical violence of his uncle against her when she suffered injury on her head as heruncle hit her head several times but to no avail.The said Barangay did not even know where to refer her because they know most of thehospitals are more focused responding to COVID-19 patients. Eventually, she decided not to file acase against her uncle as she was afraid that the latter will later on go against her for retaliation.The only assistance that she received from the barangay is that they were able to temporarily banher uncle from going home.The Commission on Human Rights heard of her case from a referral from Likhaan Centerfor Women, she was provided legal advice through a community woman intermediary. The womaneventually decided not to pursue the case for the same reason and thinking that the case may notproceed due to the Enhanced Community Quarantine in the entire Luzon.

GBV Case in Quezon City, National Capital RegionComplaint Source: GBV Case in BatasanA girl from Batasan is being physically abused by her foreigner step-father. She sought forhelp online and a staff of Women's Legal and Human Rights Bureau (WLB), a non-governmentorganization seen the said online post and thereafter referred the said physical abuse to the WBLand to the Commission on Human Rights (CHR).CHR Gender Equality and Women's Human Rights Center (GEWHRC) extended assistanceto the girl-victim by finding a shelter for her, provided counselling and arranging the immediatetransfer to a found shelter. The GEWHRC was able to obtain the approval of higher officials of theCHR to use temporarily the CHR as shelter. Private groups also offered the girl-victim for shelter.On the other hand, the victim decided not to pursue the case against her step-father as her mothermade a commitment that she will no longer be hurt and she will be protected from her step-father.

GBV Case in San Mateo, RizalGBV CASE IN REGION IV-A A 47-year-old woman reported in the GBV online portal that her former husband allegedly abducted and later on exploited for child pornography, sex trafficking their own children. She sought the assistance of CHR-GEWHRC to conduct investigation on the alleged case. She also sought the assistance of CHR-GEWHRC to eventually rescue the children and have them medically examined for sexual and physical abuse. An outright arrest of the perpetrator is also requested by the said woman. The Commission has referred the case to the appropriate region for investigation. It is also referred to inter-agency mechanisms for action. According to her, the alleged perpetrator physically abused the children-victim and is actually being used against the former. She further alleged that the childrenvictim were being threatened by the alleged perpetrator that they will be killed unless otherwise they file a counter legal action against her.
