GBV Case in Bacoor, CaviteGBV CASE IN NCR A 17 years old student was being threatened by a certain person who is using a dummy account on Facebook. According to the victim, she was threatened by the said person to make her nude pictures out in the public. She further stated that both the victim and the said person used dummy accounts. Prior to the threats and harassments, the victim sent the GBV perpetrator a short video and four (4) pictures to FB Messenger of which among those materials contains her hair and her eyes. A minute after the victim sent the said videos and photos, she immediately deleted the same from the chat box but unluckily, the said GBV perpetrator was able to save the said materials. Consequently, she deactivated her dummy account but she preserved the entire conversation with the said GBV perpetrator. The victim sought assistance from the Commission. Therefore, CHR-GEWHRC referred the case to the CHR-CRC for proper investigation. E-mails were also sent to the victim but no feedback from the victim up to this date.

Up to this date, she is still detained in the said police station. Consequently, the case was referred to the CHR-XI, with allegations that the said victim has suffered abuse in the police station where she is currently detained. The Commission recommended for her immediate transfer but until now she has not been transferred to the appropriate penal institution.

The victim’s cousin coursed through the Commission on Human Rights’ Gender-Based Violence Online Portal and reported the said GBV case. According to the victim’s cousin, the said HOA President aggressively communicated with the Barangay Health Officer to disclose information pertaining the victim. Consequently, their family is being harassed through text messages and chats. The victim’s cousin sought legal assistance in filing case/legal counselling from the Commission. On June 8, 2020, the CHR Gender Equality and Women Human Rights Center (GEWHRC) referred the case to CHR Region IV for proper investigation.

GBV Case in Malvar, BatangasGBV CASE IN REGION IV-A A 47-year-old woman reported in the GBV online portal that her former husband allegedly abducted and later on exploited for child pornography, sex trafficking their own children. She sought the assistance of CHR-GEWHRC to conduct investigation on the alleged case. She also sought the assistance of CHR-GEWHRC to eventually rescue the children and have them medically examined for sexual and physical abuse. An outright arrest of the perpetrator is also requested by the said woman. The Commission has referred the case to the appropriate region for investigation. It is also referred to inter-agency mechanisms for action. According to her, the alleged perpetrator physically abused the children-victim and is actually being used against the former. She further alleged that the childrenvictim were being threatened by the alleged perpetrator that they will be killed unless otherwise they file a counter legal action against her.

GBV Case in Quezon City, National Capital RegionGBV CASE IN NCR A 37 years old solo parent victim was denied of services by a Social Services Development Department (SSDD) somewhere in NCR. She was supposed to renew her Solo Parent ID as it was already expired. She failed to renew the same due to the fact that the workforce of the said SSDD was busy extending pandemic-related assistance to their constituents. SSDD’s Overall Solo Parent Coordinator told the victim that she does not need to renew her solo parent ID considering that she has a flexible work arrangement of which is a work-from-home setting. The said victim posited that she has to renew her solo parent ID as she still needs to avail of the solo parent leave benefits in the event that her son got sick or she has to enroll him to school for the reason that she cannot afford the home-based schooling for her son. Since has a work-from-home work arrangement, delineation of work from personal matters has diminished. She further stated that she does not understand why the said SSDD was able to extend assistance to those solo parents that have expired Solo Parent IDs for purposes of their application to avail of the government subsidy under the Social Amelioration Program (SAP) while her case which is a non-monetary purpose is being denied of such assistance. According to her, proper representation of solo parents in the local government unit (LGU) where they belong is what she and the rest of the solo parents deserved and that said representation is within the SSDD’s duties. As an update to the case, CHR-NCR has already responded by writing a letter regarding this complaint to the office of the City Mayor and the DILG.

Thereafter, one of the police personnel made an inappropriate question whetherthe victim is married or not of which she answered that she is not.Consequently, the other police personnel informed the first police personnel that thevictim is alone in the car and thereafter persistently asked for her number but she vehementlyrefused. She left the checkpoint area feeling humiliated of the incident. The email which was sentby the victim was referred by the CHR GEWHRC to CHR-NCR office for appropriate action.

GBV Case in Padada, Davao del SurGBV IN REGION XIA woman with disability was humiliated and discriminated by their BarangayCaptain in one of the barangays in Region XI.According to the PWD victim that on April 18, 2020 at around 10:00 AM, she wasprocessing her claims for DOLE Tupad in their barangay hall when she saw theirbarangay captain and thereafter confronted him about the Social Amelioration Program.She imputed against the said barangay captain about manipulation with favoritism thelist of recipients as it came to her knowledge that there were unqualified recipientsincluded in the list excluding her.She further questioned the said barangay official why she was not included inthe list considering that the former is a single mother and that she just lost her jobsince the cafeteria where the former work as a cook has ceased operation due toCOVID-19 pandemic. The two had a heated discussion and the said barangay officialout of anger was about to punch the PWD victim and made loud utterancesdiscriminating the latter about her disability.The Commission on Human Rights extended legal assistance to the PWD victimin filing a case and rendered legal counselling.
